I have tried both "create CAS standalone" and "Add CAS Part swatch". Neither works. CAS standalones simply don't show up (I gave them a custom thumbnail so I Know I'm not missing it) and adding swatches does not add any swatches.
Edit: Overrides work but I do not want to override all existing hair swatches.

There is already a topic here: sims4studio.com/thread/15291/sims-latest-patch-broken-swatchesif you use maxis match hair samples that are equal to those of EA will show but if you use custom colors No the only ones that work now with custom colors (65 colors pallete)are those of noodle because of the overlay seasons hair overlay you can try to enable everything for random and it can work or not but most if or: clone a hair of the base game leave it in your folder and your hair cc pass the hair samples base to hair cc with same hex code the only bad thing is that it only works with cc hairs of 21 colors or less

That's not the same issue. That issue is that clicking on swatches doesn't change anything. My swatches do not show up at all.
I didn't understand half of what you said otherwise, honestly. Are you saying tagging for random might fix it? Hair is tagged for random by default.

I can't take a picture of it, because there's nothing to take a picture of. I add custom swatches, I go in-game, they are not there.
