How to fix this problem? tried to reduce vertices, did not help, bones are all in their places

Hi. This is a problem with weights. You need to re-transfer weights either for your whole mesh, or hands alone. You can separate the hands with P - Selection, then repeat the same on a reference mesh, then transfer weights from reference hands to your mesh's hands. Once done, use Clean tool to remove the remnants of vertex groups that were causing the issue. Then Shift-select the body and combine everything back with Ctrl J. Use Remove doubles where the mesh was split.

You must have skipped something bc it is definetly it and it is the only solution. If you could share a blend file, i can guide you step-by-step

this usually is due to meshgroups not matching the original mesh (the one you cloned). you also should keep the parts of each mesh group on a similar space as the original. if the base had x amount of meshgroups that's what yours should have as well. or I suggest cloning an outfit that has only one meshgroup (lingerie female outfit). use that as a base for re transferring (you must delete all bones before doing this).
if you're still having issues, then share the files as requested above.

And yeah, it is the case.
While in the fist file the weights were indeed transferred in an odd way, in the second one everything was ok. You should select s4studio_mesh_2, Shift-select s4studio_mesh_1 and join them with Ctrl J. Start a new file from this lingerie set because it has only one meshset.
Everything appears to be fine in CAS, although I am confused about the preview. I imported the blend file only once, yet it still appears this way for some reason.

I am not sure if this means much, but I had noticed both pictures with the "Flying Fingers" are female models. Now I am not any Blender Extraordinaire, but are you sure you did not do something wrong when trying to convert it for the Sims 4 game? From what I know from working with retexturing things, you need to do more than just uncheck the little box that says "restrict for opposite gender." or check both "Female" and "Male". The body models are completely different and you do need to switch some things I think to allow it to properly fit the Sim based on their gender.
