It can be either an incorrect normal map, or the specular. What normal map are you using for this mesh?

When this happens to me its usually the Spec, the lighter it is the more shine, try making a darker copy save it as a DDS. using DXT5_NM (NO interpolated alpha whatever that means), it could solve it.

I made the normal map by using the tutorials on this site, same with the specular and I have checked that everything should be right, it's just weird 'cause you would assume just the mesh part to be shiny, right, but it's the whole sim (rofl) It's because of the underlying texture of the Sim's skin being "under" the texture of the garment. The garment's texture is overlayed "over" the base texture. So you have to tell the game which part should use the specular map. Anyway... a quick fix is eviltiptip's way of creating the spec map in part 6.1 of the tut

mayumuru, it is shadow map. Check this tutorial for tips how to make shadow map look smooth, and this tutorial for instructions how to bake it in Blender. Regarding second issue. If you used nude top as a base, you need to remove one tag. See my post here.
